RIGHT OF FIRST REFUSAL PROPERTIES

Key information

The Right of First refusal (RFR) in the Maniapoto Claims Settlement Bill, provides Te Nehenehenui (TNN) the preferential right to purchase certain Crown-owned lands within the rohe before they can be sold to external parties. If the Crown intends to sell any land within the RFR area, it must first offer it to TNN on terms no less favourable than those offered to others, allowing Maniapoto to retain or reintegrate lands of cultural, historical, or strategic importance.

Those interested in an RFR will need to submit their Expression of Interest (EOI) and conduct their own due diligence to elect to purchase.

Right of First Refusal EOI Form

The RFR process:

Te Nehenehenui (TNN) received 380 properties on the Right of First Refusal (RFR) list. These properties remain under Crown ownership until the Crown decides to sell them.

As part of the settlement agreement, TNN has the first opportunity to purchase these properties when they become available for sale.

When Crown chooses to sell a property, they must first offer it to TNN. If TNN makes an offer but the Crown declines it, the property may then be sold to another party.

This process ensures that TNN has the first opportunity to reclaim significant lands while allowing the Crown to proceed with alternative sales if an agreement is not reached.

Once a RFR property becomes available, notice must be provided to the Crown within 20 days.
